Supporting the Decarbonisation of Public Leisure Centres

Leisure centres are central to community wellbeing, providing spaces for physical activity, social connection and public health outcomes. However, they are also among the most energy intensive buildings in a local authority’s estate, particularly those with swimming pools. In the context of rising energy costs and increasing climate pressures, the need to decarbonise these facilities is urgent.

To support this transition, Midlands Net Zero Hub has worked with Ukactive and its Sustainable Futures Advisory Group to produce a comprehensive guide for local authorities and leisure operators. The guide has been prepared by UK Active, and its partners with funding provided by the Midlands Net Zero Hub and the Department for Energy Security and Net Zero in partnership with Sport England with technical data commissioned through Leisure Energy.

Presenting a clear and practical framework for reducing emissions and improving energy efficiency, the guide simplifies a complex process into a four phase, ten step model that helps stakeholders assess, plan, fund and deliver retrofit projects. Real world case studies from six leisure centres across the Midlands provide evidence of achievable carbon savings and financial benefits.

This resource is intended for local authority officers, leisure facility operators and strategic decision makers. It addresses both in house and outsourced service models, recognising the importance of tackling indirect emissions in the journey to Net Zero.
