Public Sector Decarbonisation Scheme (PSDS)

The focus of the Public Sector Decarbonisation Scheme (PSDS) is decarbonisation of heat, as part of a ‘whole building’ approach which should also incorporate energy efficiency measures. The scheme, funded by the Department for Energy Security and Net Zero, is supporting public buildings such as schools and hospitals to switch to cleaner heating and cut their emissions, accelerating to net zero.  

Applicants can include energy efficiency measures and other enabling works, that are additional to the replacement of the fossil fuel heating system, where they support a whole building approach to decarbonisation.

Our team can provide the following support for Midlands-based public sector organisations for free:

  • Portfolio review – understanding the current assets within your organisation that may be suitable for PSDS funding
  • Decarbonisation energy audits – assessing and reporting on the heating system and building fabric of the organisations portfolio. We use this information to offer key recommendations for decarbonisation projects  
  • Business case creation – building business cases ready to be financed and / or to access Government funding streams  
  • Application support – producing a high-quality application, with the aim of giving our organisations the best chance of being successful at securing funding
  • Heat Decarbonisation Plans - As part of our Net Zero work, we are in partnership with  Nottingham City Council’s Carbon Reduction Projects and Policy collaborating on the two schemes creating various documents such as energy audits and more recently heat decarbonisation plans (HDP's) so that applications can be built around these recommendations.

Following PSDS phase 4 portal closure, below are a list of the organisations we have worked with throughout the process and supported to get an application submitted for this round:

  • Newcastle Under Lyme Borough Council
  • West Mercia Police
  • North Lincolnshire Council
  • Herefordshire District Council
  • Harborough District Council

The Midlands Net Zero Hub assisted these organisations to unlock more than £13m of funding across the projects.
In Phase 4 of PSDS, the team:

  • Disseminated the significant scheme changes to organisations in the region
  • Organised 56 energy audits with the support of Nottingham City Council’s Energy Services Team
  • Heat Decarbonisation Plan
  • Collaborated with key stakeholders to provide reports for projects based in the Worcester region
