About the project:
The aim of the Social Housing Decarbonisation Fund was to improve the energy efficiency of social housing which had an Energy Performance Certificate (EPC) Band of below a C.
The Social Housing Decarbonisation Fund (SHDF) is funding from the Department for Business, Energy and Industrial Strategy (now Department for Energy Security and Net Zero (DESNZ) which will improve the energy performance of social housing across England, delivering warm, energy-efficient homes and reducing fuel bills and carbon emissions for tenants.
In the Midlands, SHDF aimed to upgrade homes to meet an Energy Performance Certificate (EPC) Band C standard through a worst-first, fabric-first approach using measures such as external wall, loft, cavity wall, and underfloor insulation. Some properties also received renewable technologies such as solar photovoltaic panels or air source heat pumps, moving away from reliance on fossil fuels to power and heat these buildings.

Most Common Measures Installed
- External Wall Insulation – 751 External Wall Insulation measures were installed at a cost of £13m
- Loft Insulation – 356 Loft Insulation measures were installed at a cost of £388,000
- Solar PV - 309 Solar PV measures were installed at a cost of £2m
- Heating Controls – 203 Heating Controls (TTZC) were installed at a cost of £215,000
- Double Glazing – 94 Double Glazing measures were installed at a cost of £305,000

Role of the Hub
The Midlands Net Zero Hub received initially received £14.9m of Government funding as part of the SHDF Wave 1, which ran until March 2023. In total the consortium spent over £17m on the installation of the measures. Funding was secured as part of a consortium bid, which saw the following registered providers delivering SHDF in the region.
